A certificate of a negative case would be useless since you could be infected at any time after the test specimen was taken.  A person could be negative, then become infected on a flight, for example.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

when we flew in from France,  we were held on the plane till Health care officals came on and handed out paperwork telling us to self quarantine at home,  whom to contact if we got sick,  a paper to take temperature daily for 2 weeks,  and other information about the corona.   This was March 17th and things may have changed but self quarantine in the US residence for 2 weeks is still a good idea even if not required.  Wearing a mask is also recommended although many do not like being told what to do .  Businesses here are using sanitizer to clean surfaces and recommend face coverings and hand sanitizer for your own use.

Only those flying from EU countries have to quarantine outside the US and Europe for 14 days before POE here

Do travelers from EU have to self-quarantine after arrival?  I assume the answer is yes.

Who really knows?   

we had to

but that was in March

not even sure if the health organization meets planes anymore.  we landed in Atlanta where CDC was real concerned 

i would think anyone coming into our country with our over 3 million cases would want to self quarantine and check out their surroundings to just be safe 

we had taken masks and sanitizer back March 3rd to Europe and had cancelled the Italy trip in February as i am overprotective. and we looked  silly at times wearing a mask when no one else did.

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

 

Now a US citizen!

No federal law on 14-day "quarantine"; it's recommended if coming from certain countries: https://www.cdc.gov/coronavirus/2019-ncov/travelers/from-other-countries.html So it's state specific: https://www.usatoday.com/story/travel/destinations/2020/05/25/coronavirus-travel-restrictions-us-states-quarantine-requirements/5256975002/

Also note that Malaysia isn't one of those countries. If traveling on a US tourist visa and not exempt to the proclamations, don't trasit through mainland China, Iran, Brazil, UK, Ireland, or Schengen Area.

The answer is No since it's just recommended.

There is a no quarantine rule in US. You are free to do what you want as long you board the plane in the foreign country. US regulations are pretty lax about enforcing anything.
