Note that the US Embassy in Stockholm can issue first time passports if the Naturalization Certificate is presented: https://se.usembassy.gov/u-s-citizen-services/passports/apply-for-a-passport-in-person/ "STEP 2: Submit Evidence of U.S. Citizenship" tab

If you are applying for a passport for the first time, you may submit one of the following:

Bingo- plus you get it very quickly not months later. But if you applied by mail or an acceptance center right now you wouldn’t have your certificate!   You would be SOL.

Agreed. If I was a US citizen I would need a US passport to vitis my family in Sweden right now. I would easily get into Sweden with my Swedish passport, of course, but the airline wouldn't let me go back to the US without a US passport (as we all know there are also restrictions for Schengen countries to travel to the US right now, with a few exceptions).

Scandi, as a GC holder you are still permitted to travel back to the US. I have just done that and had no problems at all.

Why would I go to DC? That makes zero sense.

I read on the official website that you CAN'T apply for a passport online if it's your first passport after naturalization. It said you have to do it in person.

That's why I was so confused about other people writing about how nervous they are about sending their naturalization certificate in the mail after becoming citizens...

And then others in this thread implied that you first go in person, and then you apply via mail afterwards. It's  extremely confusing now.

This is what travel.state.gov says. Are these steps correct? I don't see anything about mailing anything or going to DC, only submitting in person to a passport station?

https://travel.state.gov/content/travel/en/passports/need-passport/apply-in-person.html

It is correct, you have to go in person to a official passport application office such as post office and apply there but THEN they mail your application, along with your naturalization certificate to the state department. You will get your Naturalization certificate in the mail separate from the piece of mail where they mail you your passport. I did mine a few years ago with no problem.

In person at post office where there is passport offices or by mail with appropiate ID like birth certificate (no one would send in original driving licence as you need that daily) / there is also a passport photo of you needed and the post office can take the photo

it is either at passport office (main post offices have this) or send in mail

How else would you do this?   Go in person to DC to apply?

You do have to be ID'd so they know the right person is applying

The original of "Proof of ID" must be only shown. It says: "Bring the ID and a photocopy of the ID when you apply." I sent a photocopy of my driver license and l just showed it.

Submitted my passport application to the local post office today. Smooth process. Also did my photo with them. Had to submit original and copy of my naturalization certificate and copy of both sides of my DL. The friendly staff there checked my original DL and returned it and also made two copies of my photo and gave one back to me and asked me to hold on to it, because I would need that in case the photo in my original application somehow either went missing or get damaged. The wait begins now!

The certificate was returned in very good shape; in a large envelope, not folded.

In your case, no. The requirement is "Evidence of U.S. Citizenship" which is your Naturalization Certificate https://travel.state.gov/content/travel/en/passports/need-passport/apply-in-person.html

First time applicants born inside the US have to provide original BC because that's their only "Evidence of U.S. Citizenship"
