Help Needed

Hello, how do you go about beneficiary's physical address when they only use P. O. Box addressing system. Difficulty answering questions regarding the above on the form I130.

you cant use PO BOX for physical address .you can only use for mailing address

the form itself says just above the address area :

when the beneficary lives outside the US in a home without a street number of name,  leave 11 a and 11b  blank

Questions 11a and b are left out. But the subsequent questions. Ghana doesn't have states nor provinces, neither do they use Zip/Postal codes. How do I go about those portions?
