You can not file for a Brother in Law.

If you are a USC you can file for your sister and he would come wth her.

A very long wait.

Only a US Citizen can file for Biological Brother or Sister, not in-laws. The processing time however for siblings is quite long 10+ years. Or a parent can file for their sons and daughters.

So first if husband or wife came over on a visa they need to first naturalize, and then they can apply for their biological siblings.

Family Fourth Preference (F4): Brothers and sisters of United States citizens, and their spouses and children, provided the U.S. citizens are at least 21 years of age. (65,000)
http://travel.state.gov/visa/immigrants/ty...types_1306.html

Other option is for Husband or Wife to naturalize, and then petition for a parent, and then the parent after entering the USA could petition for their son, your brother-in-law. Still a long process.

Step one, naturalize (3 years after LPR status)

Step two, petition for parent. (1- 1.5 years)

Immediate Relatives of U.S. Citizens (IR): The spouse, widow(er) and unmarried children under 21 of a U.S. citizen, and the parent of a U.S. citizen who is 21 or older.

Step three, parent petition for son over 21 (3-5 years)

Family Second Preference (F2): Spouses, minor children, and unmarried sons and daughters (over age 20) of lawful permanent residents. (114,200) At least seventy-seven percent of all visas available for this category will go to the spouses and children; the remainder will be allocated to unmarried sons and daughters.

OUR TIME LINE Please do a timeline it helps us all, thanks.

Is now a US Citizen immigration completed Jan 12, 2012.

You'll need to look into employment-based visa processes to find your answer. (VJ is family- and marriage-based so you probably won't receive much information here.)

If it's anything like Canada, you must be able to prove that you have been unable to find anyone here in the US with those skill sets before they'll allow you to hire outside the US.
