Hi, I was 9 years old when I came to Canada from Afghanistan and then I became a Canadian citizen after a year.

 

I don't have a birth certificate and reading the following website it says "All Afghan citizens should be able to present a tazkera (national identity document) as proof of their identity and their birth place.".  https://travel.state.gov/content/travel/en/us-visas/Visa-Reciprocity-and-Civil-Documents-by-Country/Afghanistan.html 

 

I am just confused if I need a national identity document from Afghanistan or not because I reside in Canada.

Right but in the comments it states a different document that can be used to evidence birth, which the OP also doesnt seem to have.  OP will still need a document evidencing birth otherwise they will need to give an explanation why the document could not be provided.

Yes, that's why I am confused because in the comments it says:

So I am not sure if this would apply to me since I don't have that national identity card.

Have you tried getting it at an Afghan consulate? http://afghanconsulatevancouver.org/site/web/birth_certificate "or those, who have not obtained a Tazkira or whose Tazkiras were lost – can submit a written application to obtain a new one."

I called them and they said they provide one with a national identity card but it has some requirements such as having a representative in Afghanistan who will "follow" the case and then eventually go to the capital city and pick it up. It is difficult for me to find a represntative. 

 

The US travel website says that the birth certificate is "Not required for IV purposes, see Comments below" and then states "All Afghan citizens should be able to present a tazkera (national identity document) as proof of their identity and their birth place." What I am trying to figure out is that since they don't require a birth certificate for Afghans and just require a national identity document what would the problem be with me using my Canadian passport (which has birth place) as well as my Canadian citizenship documents. 
 

So I am wondering if this condition applies to me where I have to provide an Afghan national identity card when I only have Canadian documents and haven't visited Afghanistan ever since I came to Canada as a child.

Likely refugee documents.   My friend had similar issue and they took his UN documents.

How would the canadian embassy produce an afghan birth certificate?

They are only issued for those who are citizens at birth .. not those who became citizens by naturalisation

Good news! I found my birth certificate which was used for naturalization in Canada. It is from a hospital in Afghanistan. I hope this is sufficient and I don’t have to provide a tazkira.

The link in your first post says: "All Afghan applicants applying for U.S. immigrant, special immigrant, or other such visas must present a tazkera, regardless of whether they also choose to submit a kart tawalod."

 

Sounds like the document you found is Kart Tawalod (Da Zokry Sanad).
