The processing speed will slow.......

Sorry, was supposed to say BAIL OUT.  How would applications still be processing at all if they close?

They were never going to close - they were going to furlough the majority of their staff. Which is going to slow the processing time significantly.

If they furlough 70% of the work force,  things will just slow down A LOT

And if i was one of them,  i would look for a new job as the following applies:

To put it simply, an employee furlough is when employers require their staff to take unpaid leaves of absence. In other words, they won't work, they won't get paid, but they'll still technically be employed.

A furloughed employee may also take unemployment benefits for their time without pay. ... Either or both of these may disqualify a furloughed worker. Further, furloughed workers who receive back pay for their time away from work will typically have to pay back any unemployment benefits they collected.

Under the above conditions,  immigration stands to loose employees and then have to retrain new ones/ so i would be looking at everything being slow even if they are able to return to work (after  a furlough)
