That's correct but this petition is asking for non-married couples to be exempted from the ban, such as Denmark and Norway have implemented.

Timeline

Many of these travel banned countries assist in documentation fraud, leading to a lot of bad actors entering the US..  Yeah,  it sucks that it effects the innocents, but until they can thoroughly vet them out, It's foolish to re-open the flood gates.

Do you know who is in charge of determining when embassies/consulates open? It appears for many that the given embassy is closed and not processing anything. Do you know who makes that decision to open the embassy: local employees or the US government? I’m just wondering who/what is preventing the processing of visas since your petition is directed at the White House, and I didn’t know why.

It flows down the line. First the President advocates the direction that immigration will take (congress is involved also), next is DOS (Department of State) as they manage the visa process with the direct responsibility to the embassies. Then it can, as it is now, will fall on local procedures (pandemic) then the safety of the embassy employees.  When all the ducks are in a row then they open for general business to include processing visas. That is the simple answer.

Timeline

The Secretary of State published the reopening plan back in May.   Routine visa processing does not occur until phase 3.  Phase 3 does not occur until there is a "cautious resumption of normal" travel (amongst other things).

 

If a country is subject to a travel ban or has instituted some sort of internal travel restrictions (closed borders,  etc) the consulate will likely remain closed to routine visa processing until things change
