Yes. There will be a system of allocating points for education etc. many countries such as Australia have used this type of system. Younger age is worth more points than older age , higher education more than only finishing High school etc.   unlikely that immediate family apart from spouse and dependent children will be retained. Very few countries have immigrant categories like parents and siblings. 

Yes , Look at Canada, NZ and Australia immigration as examples.  


Unlikely trump is able to do this via EO though.

I wonder what would happen to visas that are waiting to become current.

Trump tried to cut a deal with the dems in Congress to do this yes.  Also scrap the DV program.   Remember the whole PR BS event in the Oval Office, #hole country statement etc. 
 

It was actually the DV program that was the sticking point for the dems

I did not know any of this, could you tell me more please? Also so the Democrat's stopped and got upset at ending the DV Lottery?

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Dont know but as far as i can tell the order of importance would leave Cr1 already a spouse a priority. 

And even a worst case scenario you would think there would be a cut off date similar to the public charge order.

Sorry but I don’t understand the context of a “cut-off date”? What do you mean?

Like a grandfathered in kinda of scenario.  Lets say for parents filed on or before this date are exempt from such and such merit based requirements etc etc

Okay so for example hypothetically:  “if you file this type of petition AFTER this date then you will need to meet this merit based requirement”? 


But it wouldn’t take into account the k1s that were in process before?
