No consulates are open yet for routine visa services

My husband just two days ago got an email for his appointment date.  However, we are trying to change embassies from Amman to Jerusalem.  A lot of other embassies are open as well.

I honestly don’t know if it’s considered a routine visa service or not, and I didn’t mention anything about routine visa services.  I probably should have been more clear.  Is the Jerusalem embassy open for 1R-1 spouse immigrant visas?  I know there are other embassies open for that and I received an appointment date for the embassy in Amman, Jordan, but need to transfer to Jerusalem embassy.  Thanks!

Routine or emergent.   Your two choices.  Also, many are scheduling in anticipation of possibly opening up.   So far, all of those consulates have ended up  canceling those previously scheduled appointments because they have not yet reopened.

The embassy is still not processing anything yet.

The website page still shows the same message-

 

In response to significant worldwide challenges related to the COVID-19 pandemic, the Department of State has temporarily suspended routine visa services at all U.S. Embassies and Consulates. Embassies and consulates have canceled all routine immigrant and nonimmigrant visa appointments as of March 20, 2020, but will continue to provide emergency and mission-critical visa services as resources and local conditions allow.  We will resume routine visa services as soon as possible but are unable to provide a specific date at this time.
