Not possible until your brother is a US citizen.......then it will take more than 10 years.  Your brother can start the process by submitting an I-130 for you...after he becomes a US citizen.   Otherwise, you might consider a work related visa.

Wait for your brother to become a citizen then he can petition for you if that visa category still exists.

A green card holder is not a citizen. I don't understand your question. He can't petition for you until he is a citizen, if he so chooses to be.

You are not understanding a lot of things.

A green card holder is NOT a US citizen.

A US citizen is NOT a green card holder.

A green card holder can apply for US citizenship after meeting the 3 or 5 years requirement.

Once a green card holder becomes a US citizen, that person no longer is green card holder.

Only US citizens can get a US passport.

---------------

You need a person who is QUALIFIED to file an I-130 for you.  You can't get it done on your own.

_________

How long has your brother been a green card holder?  Is he married to a US citizen?

Do you understand that it takes about 12-14 years for a US citizen to petition for a brother?

I know someone who applied at the beginning of 2014 and had their EB5 visa about a year later, so that receipt date looks kinda strange. (How would it have gone from one year to five in the space of 6 months?) Above poster seems correct that country of origin matters, look at visa bulletin. Priority dates are 2015 for China, 2017 for Vietnam, current for everyone else.
