It looks like there are no details about this yet. Keep monitoring the news.

From the article: "The lifting of the travel restrictions will take effect 15 days after the notice is published in the government’s Official Gazette. Roque estimates it will be cleared by mid-August."

it would seem that this is only a ploy to get more money rolling into the filipine's while still keeping any foreigners from entering, citing:

From the Article:

1. non-essential outbound travel for Filipinos

2. ease restrictions on Filipinos traveling to other countries

3. to balance public health and safety with the need to keep the economy going

As it seems to me this is just another way for the PH Gov. to get the almighty buck to roll back in their way, while not relinquishing anything and to hold out even longer from allowing any foreign entry. As I am sure they assume that traveling Filipino's will send more money home. "Roque said tourism is still prohibited", (but then recanted when pressed, in my opinion he didn't want to say why they really choose to make this move, so he instead said, "yeah, ok, sure, it's for tourism"), I think he conveyed the real agenda in his first statement before recanting.

Also, this doesn't seem to be in effect as the headline claims it to be, as:

From the Article:

1. issued resolution number 52

2. lifting of the travel restrictions will take effect 15 days after the notice is published in the government’s Official Gazette

3. Roque estimates it will be cleared by mid-August

In my mind, it's the same as the PH Gov. telling everyone they need to go back to work domestically and then making them all adhere to and jump through ridiculous hoops and protocols to do so, while still curbing much of the enjoyable aspects of life. "Don't live, Just make us some revenue" er sorry I mean "Stay safe" lol

Is rappler a trusted news source?  I am not familiar with it, but I don't live in Philippines.

As good as any other there though the government isn't too fond of Rappler at the moment.  I would take any opening announcement with a grain of salt. As we have already seen it can and usually does change within a few days)))

Finally done...

FWIW, PhilStar reported the same

YMMV

They probably got tired of having to micro-manage every business trip out of the country.

If you're living in the Philippines, any lifting of restrictions is good news, but for the international traveler who plans to visit the Philippines, be prepared for 19 days in quarantine, 5 days waiting to receive your test results and another 14 days in quarantine if your'e tested negative.

Until the quarantine is lifted, which isn't going to happen until we have a vaccine, tourism in the Philippines is DEAD.

There needs to be a way to be tested from your origin and get a certificate so you can bypass that quarantine stuff. A vaccine could be years away.

I don't have a desire for tourism and I doubt anyone who does really cares if they can't go their right now. And if they'd even allow this, I would endure it. Problem is they refuse anything at all no matter how safe or strict. It really doesn't even make sense

Yeah, seriously! How many viruses still exist from forever ago that still have no vaccine. Saying that folks are waiting for a vaccine is laughable for anyone with common sense. How many people with other incurable viruses are still waiting for a vaccine and have been and how many more will be waiting long after those currently waiting are dead? (and I am not even talking about stupid-19) I mean all the other viruses many even that have a 100% mortality rate.

Or as long as the politicians, governors, barangay captains are capitalizing on this and lining their pockets from all the money they are making then the quarantine will remain and tourism is DEAD.

It's  good times to be in politics the last few months in Philippines.

Now they are predicting 100K infections by August, I think they are around 40K now.

They have had only like 1100 people die from COVID in Philippines, and you want to keep the country and economy locked down?  Stupid and insane in my opinion.

Philippines is great place to visit and vacation, not so much of good place to live
