It depends upon your definition of partial.   I would consider the restrictions set out in the presidential proclamation as a full lockdown.  For example, after today no one can fly into Nairobi anymore which hasn't happened since the start of the pandemic.

Actually international flights are okay and still running but no local flights or anyone from other counties going in and out of Nairobi. 
 

Also found out that the situation with the consulates slowing down services (all over not just Nairobi) has more to do with political reasons caused by the scuffle at US southern borders more so than COVID.

Flight in n out are still operating.

Phew, just got into Nairobi last night. Today the curfew is 8pm with increased vigour by cops due to the new mandate.

I've heard from a few people on ground that most embassy workers are working from home.  People who had interviews over the last week or so have been canceled.  Interviews have ground to a halt again and who knows when we'll be back up and running.

Yes, I heard that too but except for emergency appointments. They will keep those going.
