I would like to petition for my brother who’s in Trinidad. He’s married and has a daughter with his wife and she has one from another marriage who’s over 18. Do I file one I-130?

yes,

 

due to the fact that the petition will take between 14 to 15 years, the children will have aged out

 

so he and his wife will be able to come, one i130 where he will list his spouse and children

Yep you petition him and I would say longer but all a bit of a guess.
