If I become a citizen but have not yet received my passport, can I travel overseas with my foreign passport?

Yes, but you will need a US passport to return to the USA.  Check the citizen services section of the US consulate in your home country to validate they will issue you a temporary US passport in your home country.

It's not wise for you to leave without having  your US passport. To many complications can happen especially now that things are not stable.

No. You should not leave or enter US with a passport other than your American passport. If you have an emergency, you can find the requirements for getting one immediately at the website of the Department of State

That is an incorrect statement.   As an American Citizen you can depart the USA on any valid passport but you must enter the USA on a US passport.  Regarding getting passports in home country, in cases where the applicant must travel urgently or has an immediate need for a passport, the Embassy can issue an emergency passport that is typically valid for three months.  You cannot get a US passport immediately as you stated.  See https://travel.state.gov/content/travel/en/traveladvisories/ea/passport-covid-19.html

Wise?  No it is not.  A number of things can go wrong.  But sometimes necessary.

It would be best to contact American Citizen Services in your home country and see if they would issue you a passport (Emergency type valid for 90 days) for return portion of your trip.  But can always depart the USA on any valid international passport.

WOW, I stand corrected in the law then.  But what is the repercussion then.  I know someone who departed US on home country visa and  was able to get US passport in their home country using the naturalization certificate.

but something I dont understand, what is the penalty or consequence leaving the US with no US passport? I mean they never check people passport when they leave the country anyway, couldnt i apply for US passport at an US overseas embassy instead?

From everything I've read, there is no penalty.

I have quoted you USCIS that every citizen has to use US passport in and out. The airline submits your details to USCIS when you leave. Note that I-94 would register all your exits and entries from the information they get from airlines.
