From the USCIS site:

https://www.uscis.gov/green-card/green-card-processes-and-procedures/public-charge

Certain Medicaid benefits. DHS will not consider the Medicaid benefits received:

  • For the treatment of an “emergency medical condition;”

  • As services or benefits provided in connection with the Individuals with Disabilities Education Act;

  • As school-based services or benefits provided to individuals who are at or below the oldest age eligible for secondary education as determined under State or local law;

  • By aliens under the age of 21; and

  • By pregnant women and by women within the 60-day period beginning on the last day of the pregnancy.

Otherwise her medicaid is considered a public charge herself and if she can not afford her own medical insurance,  CO will wonder how she can afford his but

this is a gray area and you have not stated her country/embassy and they all view it quite differently depending on the immigrant's education and possibility to find employment and have his own health care program

Remember she only has to buy for him till he works so the immigrant's  education and work history are carefully looked at

How does that work without a SS # and ID asking for myself.

My job just made a note that my spouse did not have a social security number yet and once he got one we updated HR didn’t have an issue getting the insurance set up.

Thanks! That’s awesome, I will try that for my fiancé once we get married and before  submitting the CR1.
