March 30th 2020: I-130 Approved 

April 13th 2020: Case received by the NVC

May 26th 2020: Final submission

June 1st 2020: DQ NVC

Quebec has had the most cases in all of Canada, but not enough to warrant ignoring family members. If they have mission critical services available, push them. Montreal had a long wait time even before COVID though :(

Many have tried and are ignored. Emails, phone calls and social media are all ignored or given the "regular visa services" response. Even inquiries from senators and congress people are also met with the same boilerplate response. Montreal has always been a strict consulate and they are showing no signs of changing now :(
