Got DQ on July 8th and send the embassy in Romania an email to ask about their available slots, they told me they are expecting NVC to schedule me this August for the interview. How does this work, NVC first sends the case to the embassy and then schedules the interview OR NVC schedule the interview first and the send the case over to the embassy?

NVc schedule then send 

they also do this in order cases were DQ, so those DQ before you will be sent first

Has anyone had experience of scheduling directly through contacting embassy? That's what the embassy told me the last time I emailed them (which I do almost every day😅): "We can schedule an interview for urgent IR1, IR2, CR1, CR2 and K visa cases. Do you have any urgent travel need?

Everyone here with a CR-1/IR-1 is mission critical and waiting for an interview. If you feel you have a legitimate reason to expedite, put that information in your request. There is no magic formula, each embassy makes their own decision and some are still not conducting any interviews right now.

It is a date for all embassies to consider if it is safe to open. If a particular country is locked down still then common sense will say they aren’t open
