In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Simon granted the plaintiffs' motion for a preliminary injunction, thus enjoining the government from taking any action to implement or enforce Presidential Proclamation No. 9945, “Presidential Proclamation on the Suspension of Entry of Immigrants Who Will Financially Burden the United States Healthcare System” until the court resolves the case on the merits or orders otherwise.

While the Department is currently enjoined from implementing Presidential Proclamation 9945 and therefore cannot utilize the DS–5541, see Doe v. Trump, 418 F. Supp. 3d 573 (D. Or. 2019), the health-insurance related questions in the DS–5540 are also relevant for the purposes of making a public-charge assessment

So, having health care coverage, in fact, is very much relevant.......and can be a major factor in public charge consideration......

May be a problem with me and 4 kids, can we buy it somehow?  My hubby may end his overseas contract when they pull  military from Afghanistan around January or February and then his Sister who is a teacher will cosponsor, so he will not be able to add us then.  He will have a new job but will be in ROTC for 2 years for military...then no problem.
