U.S. travelers won't be among those allowed to visit the European Union when the bloc begins opening its external borders on July 1. EU ambassadors endorsed a list of 15 travel partners on Tuesday, including South Korea, Japan and China – countries that were hit early by the pandemic but have been able to bring the coronavirus under control.

The U.S. was seen as a longshot to make the travel list, which requires that only those countries with epidemiological situations — taking into account both the infection rate and current trends — that are equal to or better than the EU's can send tourists and other nonessential visitors to the open-border region.

When the EU began discussing its travel list earlier this month, many U.S. states were seeing a worrying spike in cases — a trend that has only worsened.

If more countries has closed their borders early on this thing wouldn’t have spread so rapidly and so many people wouldn’t have needlessly died. I wish states would close their borders as well; you can’t rely on people voluntarily self quarantining.

Yup. And it has kept their number of cases relatively low. In the case of hotels, they're giving single use keys to the rooms. So if guests leave the room they have no choice but to go to the front desk for a new key. If guests continue such behavior, then the hotel staff report the guests to Hawaii's Attorney General's office. It's very strict.

Enforcement has been half attempts to contain the virus. They failed to closed the borders in Jan/Fed and shut china/Europe completely. . Now this whole drum roll to shut the economy is causing economic chaos and sending the global economy into destruction.  Now all these closures achieve no effect but $$$ destruction for families

Can’t blame them. The US make for 4.25% of the worlds population, and for +25% of the worlds corona cases. Even countries with terrible health care systems (not that ours is good - but it’s modern at least) have the pandemic better under control.

With those numbers, it’s impossible to blame it on any other country or such. This is a US internal problem of people thinking not wearing a mask is “freedom”, leaders that promote the same, capitalistic concern of re-opening over health (mixed with the prior two points just not working) and an overall administrative black out. I can fully emphasize with any country that currently doesn’t let us in :)

I may have misunderstood, but I thought there was a big hullabaloo earlier in the pandemic about closing state borders being unconstitutional?

I don’t remember hearing that nor learning about That in the constitution although it’s been awhile since I’ve had a history class. I do know States do have power : the president basically wanted the governors to handle the virus as they see fit so I don’t know why borders couldn’t be closed. Regardless personally I don’t care if it would be “unconstitutional” or not it’s for the health and safety of the population.

It was this article about whether or not California could close their borders, but it talks quite a bit about the history around state borders.

 

The Constitution prohibits states from “chaining people to that part of the land where accident of birth has first placed them,” Justice James Byrnes said in the lead opinion.

 

But as you say, it goes on to discuss that in matter of public health, this could be superseded. 

 

Personally, I think you're right.  I'm from a tiny state that has lots of crossover with the States around it and is close enough to New York that it was a problem early on in the pandemic.  If Delaware had closed its borders at the start, things might not have gotten as bad as they did.  And now that they have kind of gotten it under control, people freely coming in and moving through is only going to undo that.

Acc to the NY Times and the EU statement, transit passengers are exempted.

Residents of the United States, where the spread of Covid-19 has not been controlled, are not allowed to enter the European Union unless they qualify for an exception.

 

Are there any exceptions?

The restrictions do not apply to European citizens or residents “independent of the purpose of travel,” according to the official recommendation, nor to health workers, seasonal farm workers, diplomats, humanitarian workers, transit passengers, asylum seekers, students and “passengers traveling for imperative family reasons,” among a handful of other exceptions. In addition, essential travel should be allowed for the specific categories of travellers with an essential function or need referred to in Annex II.17 Member States may introduce additional safety measures for these travellers, especially when their trip originates in a high risk region.

 

The list of specific categories of travellers with an essential function or need referred to in Annex II may be reviewed by the Council, in close consultation with the Commission, depending on social and economic considerations as well as the overall assessment of the evolution of the epidemiological situation, based on the methodology, criteria and information referred to above.

 

 

Annex II
Specific categories of travellers with an essential function or need:
i. Healthcare professionals, health researchers, and elderly care professionals;
ii. Frontier workers;
iii. Seasonal workers in agriculture;
iv. Transport personnel;
v. Diplomats, staff of international organisations and people invited by international organisations whose physical presence is required for the well-functioning of these organisations, military personnel and humanitarian aid workers and civil protection personnel in the exercise of their functions;
vi. Passengers in transit;
vii. Passengers travelling for imperative family reasons;
viii. Seafarers
ix. Persons in need of international protection or for other humanitarian reasons
x. Third-country nationals travelling for the purpose of study;
xi. Highly qualified third-country workers if their employment is necessary from an economic perspective and the work cannot be postponed or performed abroad.

The numbers are out of control people need to be mandated to wear a mask no matter what. People always talk about their rights and freedoms being taken away but if you don’t have life you can’t have freedom. This has upended lives especially to do with visas and it’s all to do with people not taking this pandemic seriously.
