Visa issued but Still No Greencard, where to call?

Just called the main 1-800-772-1213 and it hung up on me after being 1 hour 20 minutes on hold.. really confusing. Anybody with similar experience? Is there anything else that can be done? They talk about going into office personally but all the offices are closed due to covid.. what to do? Is there any way to schedule appointment? did anybody have any luck scheduling apt?

Some have been able to schedule appointments during this time, but it depends on the local office.
