During these pandemic times, how long after receiving NOA2 is it recommended to reach out to NVC via email for our MNL#? I know in the past it was generally two weeks. Is this still the case?

That is really a PFA answer.   For a few months NVC wasn't doing anything much.  Case files heading to Manila weren't happening, but that could be partly because the embassy was closed down.

I lean toward waiting about 30 days before emailing them.  Calling won't benefit you as you need the NVC email/letter for the medical at St. Luke's

From the last article I read the USEM is not open and therefore cancelling and not scheduling any appointment until at least 01 August now. It is our understanding that until the embassy reopens that they will not schedule/re-schedule any interview appointments. We are also waiting ours.

I was more curious about how long after receiving NOA2 I should wait before reaching out to NVC for our case number.

I would say anytime after 30 days, however, even if you get it, not much you can do with it

YMMV

You get the MNL# by calling right? And you need that to start the DS-160 and to pay the fee's, correct?

You can get your case number by email. It's actually recommended that you send an email. You will need case number to submit DS160.
