I-130 asking for mother’s passport info...she doesn’t have yet

gema is trying to petition her mother to come to the us. The online form is asking for her passport which she doesn’t yet have. Should she get it before we file or is it optional and she can complete later? Philippines offices are on lockdown she told us so she can’t get one issued yet,she needs copies of her birth certificate first too.

I think PSA and DFA offices are open other than possibly in Cebu

She lives in south catabato but sometimes stays in tacarung and said was still closed. Anyone know where we could email or call in ph to confirm?

Thank you, I was worried it would hurt us later so we delayed to file I wish we checked earlier.

So I love my mother in law and want her to come too and I know we need to start with the right forms but one thing it asked for was her passport (of my mother in law) and she does not have one yet and with COVID restrictions on travel in the Philippine provinces it will be a minute before she does.  She does have her birth certificate though.  
 

she does not have a very good education and we want to help her a lot to avoid errors and delays. We do not trust lawyers and services in the Philippines to do right by her and not try to take advantage of us financially.  
 

My questions

1: should we file without her yet having a passport?


2: can documents be sent to us on her behalf and we can then send to her or fill out on her behalf? How would that work? 
she does not even have a house number where she lives so any mail sent to her she would need to pickup from an LBC location or something like it.

 

background: my wife is a us citizen so we have that covered. She does not work but I do and meet the requirements for financial sponsorship and we joint file so I don’t think there is an issue there either? 
 

an I forgetting anything else that would be best resolved before we kick this into gear and pay the fees to start?

Timeline

Wow that is a heavy financial obligation you are taking on, not sure many would want to or be able to do that, so kudos to you.

 

It is a long process and a Passport is not need until the end so I would not let that stop you.

 

Initially all the paperwork is on you not your MIL, well your Wife as she is the petitioner. Yes she will need a mailing address and I will leave that to others as I have no idea how that work in PI. 

 

If you have not done so read the guides, get the basics down and then ask any questions that may be specific to your situation. Usually there is no need for a local lawyers etc.

Been working both MIL and FIL since July 2019.  As Boiler said, passport number not needed until NVC stage.

 

Nothing of value gets mailed to them, everything can be done online.  

 

Make sure your wife has a PSA Birth Certificate, wife's old NSO one was rejected and we had to get a new one.  You can order online those documents from PSA but it's $20 each plus a Fedex account for them to bill, cheaper ($7) if you can have someone get them locally and it was $30 to have FIL FedEx us new copies.

1: should we file without her yet having a passport? Yes, you can file without her having a passport. When the time comes, you can set her passport appointment online. Links: DFA Office of Consular Affairs and Passport Appointment System

she does not even have a house number where she lives so any mail sent to her she would need to pickup from an LBC location or something like it. Sorry, don't have personal experience mailing docments to addresses without house numbers. LBC sounds like your best bet, but others with more experience will hopefully be able to chime in.

she is a very strong woman who has a hard life and we want to take care of her. I don’t think she will stay with us all the time, maybe going back and forth from time to time (every few years stay in PI for a few months etc) but we will watch that closely to ensure it keeps her within guidelines for her status.

To confirm my wife needs her psa birth certificate or my wife’s mother needs it? Can we file before we get a copy of wife’s Philippine birth certificate from psa or you are saying get a new copy for wife and mother and then file.

 

my MIL didn’t even have a birth certificate like at all before. She just got hers recently in summer from PSA and we have a photo of it but not an actual copy.
