No timeline experience here, but what I can tell you is that the Application Support Centers are still closed, therefore no biometrics have been taken. You can check back regularly here for updates https://www.uscis.gov/about-us/uscis-office-closings

Open the “Application Support Center” tab, as those and not the USCIS offices are the ones doing biometrics.

I am interested in this topic. My wife should receive her GC later this year and she would like to travel back to her home country early next year. So we would like to know how long it takes to get the re-entry two-year permit in normal situations, if Covid19 ever allows that to happen, in case she has to stay out of the country longer than expected. Is the permit stamped in her passport?

No, the permit is a separate document. It can be sent for pickup at the closest embassy/consulate to where she will be, she is only required to stay in the US until biometrics are collected. Pre Covid that was around a month. Judging from a number of posts it seems that with the Covid backlog, re-entry permits are not being prioritized for bio appointments. No way of knowing how much the situation will have normalized by the time she applies.

....you do not have to be in the United States for USCIS to approve your Form I-131 and issue a reentry permit to you if your biometrics (photo, fingerprints) have been obtained. You can indicate on your Form I-131 that you want USCIS to send your reentry permit to a U.S. Embassy, consulate or a DHS office overseas, so you can pick it up from one of those facilities.

Is the form I-131 sent to us or do we download it and send it by USPS along with the biometrics?

I’m not sure exactly what you are asking here. The process is
- you submit Uscis form i131, making sure to follow the instructions for the particular type of travel document you are requesting https://www.uscis.gov/i-131

- you will then get a notification of a biometrics appointment as with any other uscis application that requires bio

-  for a re-entry permit you can either indicate a mailing address in the US for it to be sent to you, or a consulate outside the US where you (she) can collect it when it is ready.

I filed in early July and also they are using my old biometrics. However, the case is still pending as of today.

How do you know that they are using your old bio?

I am in the same situation, I applied in october, in January my case changed in fingerprints, but no appointment received.

Are they using my old finger?

Because the case status is showing "Case Was Updated To Show Fingerprints Were Taken"
