Canadian PR parents want to visit USC son (non-dependent)

My parents are Canadian permanent residents (they live in Vancouver). They haven’t traveled outside of Canada & US in over a year (so no visits to countries with COVID related restrictions - from the US perspective ). They have valid US visitor visa.

 

Can they travel to Seattle to visit me (USC), via land and/or air?

Land travel no. Air travel should be allowed as long as their visa is still valid. They should understand they'll be required to do a 14-day quarantine upon arrival back into Canada for the foreseeable future, and they'll be subject to the usual line of questioning with customs coming into the US, as well as a possible health screening.
