Philippines birth certificate

Is the birth certificate in the Philippines always un-readable as in poor print out condition from government offices. Do they generally pass the nvc and interview stage at embassy  in Manilla?

Normally, the old birth certificates that is typewritten or handwritten in old birth certificate forms are the ones with problem as they seem to use old technology to capture a copy of it for print out in security papers. The new birth certificates have better quality.

 

There has been reports of issues with the print out but they are eventually sorted out anyway. My birth certificate is from 1984 and is not the best copy but I got through NVC and embassy just fine.

New Petition:

Apr 5,  2023: Naturalization

Apr 6, 2023: I-130 for my mother

Apr 6, 2023: NOA1

Apr 9, 2024: Approved

Apr 13, 2024: Sent to NVC

Apr 18, 2024: Received email fr NVC and paid the AOS/IV fee

Apr 23, 2024: CEAC website shows "Paid"

Apr 25, 2024: Uploaded Civil and Financial documents

May 1, 2024: Documents accepted except for marriage certificate (unreadable) and death certificate (wrong file)

May 3, 2024: Ordered marriage certificate and death certificate from PSA online

May 9, 2024: Received email from PSA that marriage cert is blurred/eligible--will need 15 more days for reverification

May 22, 2024: Marriage Cert received from PSA (death cert was delivered 2 weeks earlier)

May 23, 2024: Uploaded new files to the CEAC website

May 29, 2024: Documentary Qualified

July 13, 2024: Expedite Request to NVC

July 15, 2024: NVC responded that it will forward the request to the embassy

July 16, 2024: Expedite request rejected by the embassy

My wife's birth certificate was actually quite horrible, and it passed through both stages.

 

I'm guessing they are used to it.

 

However, every once in a while you hear about someone having a problem.

lol, To answer your first question, Yes (at least with my fiance's also) I thought the same thing, like "this thing looks horrible" lol, I had her re-scan it multiple times on different setting to no avail. In addition,  the "original" on security paper in our case was just a copy (hole punches, staples and all; as I asked for a photo of it to confirm) just copied and printed onto a piece of what seems to be old, weathered security paper and is all but barely legible in most places or not at all in others. The whole thing is hand written into a printed form, then filed as is, in duplicate for later copy if required. 

If you have severe doubts or do have issues with it, there are ways to get substantiating documentation, and is outlined in the PH Passport Requirements section for Birth Certificates on the PH DFA web site (Linked below). 

Disclaimer* Keep in mind this is regards to obtaining a PH Passport for PHC, but may be helpful, the info in the link covers unreadable/Illegible PSA BC as well as other BC scenario's such as:

    • Local Civil Registrar Copy is required if PSA Birth Certificate is not clear or cannot be read
    • In case of Late Registered Birth Certificate
    • In case applicant has NO Birth Certificate or Report of Birth
    • If applicant has lacking data in Birth Certificate or Report of Birth
    • If applicant has discrepancy in data in Birth Certificate / Report of Birth and other documents

But as others with further knowledge and experience in the process have stated, they're probably used to it by now and should be fine, I assume the same.

Mary's 1993 certificate from the provinces is hand written by different people, looks ripped and reminds me a ransom demand letter.   No problems encountered.  Her CENOMAR and our ROM are computer generated and don't color copy well either.
