Need help!!! My priority day is may19, 2019. On March 10 ivr received the case fe review note saying :.

SPONSOR does not meet the minimum income requirement to sponsor the intending immigrants for this case. The consular officer will make a decision regarding this requirement at the time of the interview. For more information, please visit https://www.uscis.gov/i-864p. To avoid delays, an additional Affidavit of Support Form I-864 for a joint sponsor may be submitted. FINANCIAL SPONSORSHIP RESPONSIBILITIES: Financial sponsors, joint sponsors, and applicants should be aware of responsibilities when signing an I-864 and the consequences for a sponsored immigrant's acceptance of federal means-tested public benefits. For more information visit https://nvc.state.gov/aos.

i understand I don't have enough income, but I have more than enough assets (500k) in total, no mortgage or debt. The case has been stuck at nvc since March. What should I do next ? Find a joint sponsor ? Or it is the normal wait time due to the pandemic impact ? Also the consulate is in Guangzhou China.

Your case will remain at NVC until the consulate has opened for routine visa processing.  At that time, the consulate will inform NVC of available interview times.   NVC will then schedule an interview starting with cases at the front of their queue for your consulate.  Once NVC has scheduled your interview, the case will be sent to Guangzhou

You should find a joint sponsor as they already determined you do not meet the minimum income requirement.
Cases are not being sent from the NVC to the embassies at this time.

If you provided all the proof and they still sent you a letter regarding the income requirements, I would take their suggestion of obtaining a sponsor seriously.
To increase approval chances, if you can I would obtain a sponsor just in case and complete the necessary paperwork and include the supporting documentation required of the sponsor and have it ready to take to the interview.

Also, there is really no “fixed” timeline for how long a file may remain at NVC until it is sent to the consulate. Too, based on NVC’s comments/notes, the consulate may or may not schedule an interview right away as they will need to review the paperwork and comments provided by NVC

This is inaccurate. Consulates do not schedule interviews for IR-1/CR-1 cases.   NVC schedules the interviews based on available dates given to them by individual consulates.  Cases are sent to consulates after NVC schedules the interview.

In the letter they sent you they state “Sponsor does not meet minimum income requirements” and then furthered that by providing you with details on how to provide information for a financial sponsor. When they say “To avoid delays, an Affidavit of Support ...for a joint sponsor may be submitted,” they are telling you based on the information you provided that the financials are not sufficient. I would strongly recommend getting a sponsor.

No, that is not what they are saying.  They send the same exact message even if the sponsor has a million bucks in the bank.  They are simply offering an option.  The OP can judge whether they need a joint sponsor or not, based on the nature of the assets.

My concern in this case is the OP has mentioned equity and deeds.  If the bulk of the assets shown are equity in the primary home, (not considered liquid) then they better have plenty of additional liquid assets in order to qualify.  If not, it is joint sponsor time.  (See anonymous quote in my signature.)

I thought I don't necessarily need a joint sponsor since I have enough assets to support my wife and my step child

How much of the total assets are equity in your primary residence?  That's the key question.

Two houses, each one worths about 115k as rental houses. All others are in bank savings and checkings, and about 100k in CD account. I'm currently living with my dad, waiting for my wife and step child to come to US and planning to buy a house after.
