I have a question does this expended executive order include Family Sponsored F1 ( U.S Citizen son over 21) F2B ( Permanent Resident Son over 21)  ?  is this type of visas frozen ?

Yes. These were originally included undeR the ban in April and the time is now extended to end of year.

Yes, everything that was already banned is extended to the end of the year.

My parents have IR-5 visa and expires next month. Do I have to start this procedure again if everything goes back to normal or just renew the visa?

My parents case is at nvc so did you think that it would stop right there or they’re still going to work on the case but don’t have the interview until next year?

It would be completed (DQ'd) at the NVC.  Definitely held there until the consulates re open.  Typically IR interviews are scheduled by NVC.

Held there until the consulate re open or until the new executive order ends in December 31/3020 ? Because for what I understand my parents case is been affected by that order.

Well we don't know.   If it is like other BANS (for countries - Nigeria, Yemen, Iraq, etc) then they proceed to schedule and do the interview.  The CO can recommend a waiver.   But in this EO there is no option for a waiver.  I'd expect DOS to issue some guidance within a month or so.

I don’t believe they will schedule interviews while the ban on visa issuance is in place. KCC have told diversity visa selectees nothing will be scheduled. I don’t see why NVC would, the only outcome of that is likely to be people paying for a lot of medicals that will expire and have to be redone?

Are visa fees non-refundable? I noticed that visa bulletin dates continue to move forward. More people will pay visa fees upon receipt of notice from NVC but documents will not be processed for a visa because of the ban. It just doesn't make sense 🥴 Another thing, will the petition expire after the 1-year rule of no communication with NVC considering all the documents were already submitted but was not processed by NVC?

Do you have any type of link or website that stated that visa issued before April 23 are exempt? I just wanted to provide this to the embassy just in case.
