It would be completed (DQ'd) at the NVC.  Definitely held there until the consulates re open.  Typically IR interviews are scheduled by NVC.

August 6, 2021 N-400 submitted by mail

September 7, 2021 I-751 Interview, Sept 8 Approved and Card Being Produced

October 21, 2021 N-400 Biometrics Completed  

November 30,2021  Interview, Approval and Oath

December 10, 2021 US Passport Issued

August 12, 2022 PHL Dual Nationality Re-established & Passport Approved 

April 6,2023 Legally Separated - Oh well

Held there until the consulate re open or until the new executive order ends in December 31/3020 ? Because for what I understand my parents case is been affected by that order.

Well we don't know.   If it is like other BANS (for countries - Nigeria, Yemen, Iraq, etc) then they proceed to schedule and do the interview.  The CO can recommend a waiver.   But in this EO there is no option for a waiver.  I'd expect DOS to issue some guidance within a month or so.

I don’t believe they will schedule interviews while the ban on visa issuance is in place. KCC have told diversity visa selectees nothing will be scheduled. I don’t see why NVC would, the only outcome of that is likely to be people paying for a lot of medicals that will expire and have to be redone?

Are visa fees non-refundable? I noticed that visa bulletin dates continue to move forward. More people will pay visa fees upon receipt of notice from NVC but documents will not be processed for a visa because of the ban. It just doesn't make sense 🥴 Another thing, will the petition expire after the 1-year rule of no communication with NVC considering all the documents were already submitted but was not processed by NVC?

Do you have any type of link or website that stated that visa issued before April 23 are exempt? I just wanted to provide this to the embassy just in case.
