I believe they are doing this because of the travel ban for the countries issued (China, schengen, Brazil)  and not for the ones who are not in the travel ban. Countries excluded will eventually proceed and issue k1's i guess!

Not individual case by case basis but it's embassy wide. Each embassy is treating the proclamation differently. Some are rescheduling interviews for the K1 and some are not. Some are issuing K1 visas and some not. My case is in a limbo.

I believe this is the case for it, but they are still moving forth with spousal visas. The travel ban countries are only processing the exempts.

From my understanding but I'll have to double check later,  the April EO I think is still the same they just added on non immigrant visas.

Yes it just adds the non-immigrant "work" classes and extends everything until the end ot the year.   CR1/2 and IR1/2/4 (and IH4) are excluded.

What about IR-5 for parents? Mine missed their interview by 2 days before consulate closure.

You're still safe! Spousal Visas are actually taking priority now so you should get yours processed sooner.
