It was simply a request.  US embassies and consulates will decide when to open.

It's probably still a good sign that governments are encouraging a consular response for re-opening. After all it makes no sense that they're not open in many countries at this stage. Ireland had no deaths and a sum total of 6 new cases yesterday. Gyms and bars reopen on the 29th of June so it will be interesting to see if there is any change in the next few weeks.

Exactly. People are so pessimistic saying MEA has no right to tell embassies anything or that it's a simple request. This is at least applying some sort of pressure on things.
