Will I still be able to get an F1 student loan in the U.S with all this pandemic

Timeline

Hello I’m an international undergraduate student from Nigeria and I was admitted into Central Washington University in the U.S also i was given a Partial Tuition Waiver which excludes the rest expenses. My concern is with all of this pandemic going on and if I am able to make it to the U.S this Fall, will I still be able to get a loan to cover my deficit with or without  a U.S Co-signer.

N/b: My deficit without the Living expenses is $16,000 but with Living expenses is $31,000 so that made to rather make application for it shunning  out the living expenses.

There is nothing excluding you from getting a private loan.

Very few US-based lenders will provide one without a US co-signer. The difficulty in being able to force repayment on somebody who lives abroad makes them extremely wary of giving one without somebody who they can actually sue to get repayment if needed.

the project to make loans for foreign students (with no USC to cosign) fell thru as said above "no way to collect loan payments if the student returns to his/her country

You won't get a student visa unless you can show -- at the time of your visa interview -- that you have all the funds needed for all expenses (tuition and living expenses) for the first year and an on-going source that will cover future years.  So, there's no being "...able to make it to the US...to get a loan".  You need the monies available long before you enter the US.

April 6,2023 Legally Separated - Oh well
