How many times can we enter to the U.S. in a year with tourist visa?

You can enter say 15 or 20 times for stays of a few days each for work and it won’t be a problem, try entering twice for 5.5 month stays with a week between them and it will almost certainly be a problem. In other words, you are asking the wrong question. The question to ask is “how much time can I spend in the US before CBP won’t let me back in”.

Spending more time outside the US than inside the US is a good strategy to follow.  Remember you are a tourist and tourists don't come and go all the time.

As noted, there is no limit to the number of times you visit.

You cannot live in the US on a tourist visa. If CBP suspects you of using a tourist visa for that purpose, they will deny entry. Various short visits are usually fine.

There are tax consequences of being in the US for ~6 months in a single tax year (or under that but considerable time in prior years...see the IRS substantial presence test).
