Timeline

Today, TSC is processing at 5.5 to 7.5 months.  Case inquiry receipt date has to be on or before Nov 6, 2019.  From your timeline, your NOA1 is Nov 7?  Your petition is still within normal processing time, and therefore is not ONPT.

You stated that your case was transferred to Vermont?  Unfortunately, their official processing window is 18.5 to 24 months.  Case inquiry receipt date is July 5, 2018.  Your petition is definitely within normal processing time there.

Nothing to be spooked about, but I recommend you check to see which service center has your petition.

Edit:  P.S.  If your case is at TSC, I would wait a couple of weeks and submit another case inquiry.  If it is in VSC, there's not much you can do, unfortunately.
