No - it takes time to go thru the USCIS stateside processing.   The consulate part at the end is what is on hold right now.

Of course not. The embassies are opening up gradually. By the time you get to that stage, these days will just be a distant memory.

I have many times. I know it takes months. So our case just may be paused when it gets to that point?

Since I am not with him right now, would I need to have him mail me his photo for the application? Or is there a way to do it electronically that USCIS would accept?

Yes, but at least it is moving thru the first steps and the consulate will work thru all the visa interviews once they re-open.

 

There is no benefit to delay.

Email to you and print it out on photo paper or cosco, walmart, cvs etc

Anastasia got a picture taken that meets US passport requirements in Russia and got the image file, then emailed it to me, and I had it printed on walmart.com .

Most people do something like that.

Russia is not considered a "high fraud" country when it comes to US immigration. The only possible issue here is if your fiance works in a specific field that would trigger a longer Administrative Processing, such as if he's a scientist, computer programmer, engineer or works closely with the government. This isn't specific to Russia, it's specific to "unfriendly" countries that the US is more suspicious about than others and it's specific to a person's job. What does your fiance do for a living?
