DS-260 Passport Question

Hello! I am confused on one particular question on DS-260 for my undeage daughter (10 years old) who has no passport yet. The question is what form of travel document do I have and the options are Passport or Other Travel Document.  Should I select Other Travel Document in this case?  OR is there a step I missed, hence, no passport. WHere in the process do we get a passport for an underage beneficiary?

 If you do not have the child's passport yet, select the "Other Travel Document" option instead. Please contact the consular staff at the U.S. Embassy or Consulate once you obtain the child's passport. The consular staff will then "unlock" the case so that you may update the child's passport number, passport date of issuance, passport date of expiration, and any relevant medical information before the consular staff reviews the case documents before the visa interview.

You need the passport before the interview at the embassy, as you must surrender it -if approved- for them to attach the visa to it.

Kids can have passports,  I was not even walking before my first passport was issued.
