Timeline

We filed a N-600 (March, 2019) last year for my brother but they've had us waiting since then. The status was stuck on "Actively reviewing" since July of 2019. 

Now, it changed last Monday and we're still waiting for a mail they said is coming.

 

But, we found a bunch of documents we couldn't find before. My brother was conceived and born after my dad became a citizen, and we couldn't find documents from early 90s to show my dad's physical presence and other important things, so we couldn't file for a passport before.

But we found some this week.

 

Tomorrow, my brother is going to go apply in person for a passport while we await the N600 decision.

My question is: will he know tomorrow whether or not he's going to get the passport?

Ok, I just verified the passport office and you're right.

 

He has my dad's citizenship certificate, tax records, travel records for the time he was conceived and born, paystubs, credit reports, etc...

Passports are issued by the Department of State while the USCIS is part of the Department of Homeland Security. They are two different entities.

 

To get a passport without birth or naturalization certificate, your brother MUST submit ALL the following secondary evidence if he was born outside the United States and acquired U.S. citizenship through the naturalization of your father:

  • Foreign birth certificate listing your parent(s)
  • Parent(s)’ naturalization certificate
  • Evidence of your brother's permanent residence status. Examples include: Permanent Resident Card/Green Card, Foreign passport with the original I-551 visa entry stamp
  • Parents' marriage certificate (if your parents were married when you legally entered the U.S. and before your 18th birthday) 
  • Documentation of legal custody (if your parents were not married when you legally entered the U.S.)
  • Evidence of your legitimation (if your parents were not married at the time of your birth). Examples include: Parents' marriage certificate dated after your birth, Certified court order of legitimation.

My father was already a citizen when he was born.

I acquired my permanent residence through my father because I was already born by the time he became a citizen. 

So, what you posted would've applied to me, not to my brother.

It does apply to your brother because he wasn’t born in the United States even though your dad was a citizen at the time of his birth.

Possibly, possibly not. If he is not applying directly at a US Passport Agency then definitely not.

 

He will have to present all of the documents that @Allaboutwaitingmentioned and they will have to review and authenticate them.  Given your brother's birth certificate is foreign that can take time.

July 14, 2020 Removal of Conditions submitted by mail  July 12, 2021 Biometrics Completed

August 6, 2021 N-400 submitted by mail

September 7, 2021 I-751 Interview, Sept 8 Approved and Card Being Produced

October 21, 2021 N-400 Biometrics Completed  

November 30,2021  Interview, Approval and Oath

December 10, 2021 US Passport Issued

August 12, 2022 PHL Dual Nationality Re-established & Passport Approved 

April 6,2023 Legally Separated - Oh well

The list referenced above is for passport application based on INA 320 which is only an option if OP's brother had LPR status prior to turning 18 and met the rest of INA 320 requirement.
