Hi, my fiancé is a Georgian citizen who went to university in Russia. We need to retrieve a certified police certificate from Russia but the forms online at the MVd seem to be only for Russian citizens. If anybody can please advise we would really appreciate it!!

Check the State Department's website.  It tells you how to get it:  https://travel.state.gov/content/travel/en/us-visas/Visa-Reciprocity-and-Civil-Documents-by-Country/RussianFederation.html

The MVD is strictly for Russian citizens... You can get the police certificate from any police office if she is in  🇷🇺 but if she is outside 🇷🇺 like you stated she must go through the embassy provided she is legally present in the country she is in.

Mvd - internal affairs will only tend to your case if your present in Russia.

If you not, you can the Russian embassy in the country where she is will contact MVD on her behalf and send her the consular long version of the police report
