Marriage alone confers no immigration rights or rights to enter the US.  In some cases, marriage to a US citizen or LPR can make entering the US more difficult since it is considered a strong tie to the US.  The presumption of immigrant intent would be a hurdle to overcome.

so what should i recommend him.

Did he fall in love or his intent of marriage a means to a disastrous end?

Tell your friend he intends to commit marriage fraud

he said that he was in love with her before she got her green card. so i think it's not a fraud. So, any recommendation for him, what he should do

There is no fiancé visa for a greencard holder. First your friend should find someone to marry- WHether it’s a greencard holder, a US citizen or someone from their country... and then come back here to figure the process out because right now with the info you provided it sounds like your friend is greencard shopping ...

I feel like he is genuine according to him, like he was in relationship with this girl before she got her green card.
So, if he marry her, or wait for her to be citizen and also his bar time to end, that will ease in his case?

I already read your previous post.... Your antecedents are damning... Would advise you stay back in your country because what you trying to do will end in tears for you.

i was looking for someone who has similar case like me so that we can figure out by each others help and found him, and he was having this question so. And btw he isn't tricking, it's just that he is looking if his girldfriends status could ease his situation.

How did you find this "friend"? Online? I'm you didn't find him by just asking around in the neighborhood. If you found him online, he must be tech savvy enough to create his own account here.

Best to keep well out of it, let them sort it out.

Deported means a ban, yes? No it’s not easier to get back if you have a ban if you marry someone. If anything it makes them extra suspicious about the marriage. Then you still have the ban to deal with. Waiver is a possibility but only if the CO otherwise approves you for a visa and says a waiver is possible. Then it’s another year or so and more $$$, with no guarantee of success either, so you may need to wait the full ban period anyway. All in all, for this true love relationship it would be much better for her to move to his country to marry him where deportation, ban, suspicion of green card marriage etc won’t be a problem.
