A K1 is exempt.  It does not say "Immigrant Visa" on it and requires AOS in order to get a green card.

My wife and I did a spousal visa and she got her us visa on March. Wife and daughter is planning to come here before her visa expires. 
 

will she be allow of entry to states as well?

Of course she will be allowed in with an unexpired visa..  Just don't transit a banned country.

 

Also please don't cross post your questions especially in the k1 forums since you are a spousal.

This is my second time my flight got canceled jfk to mnl. 
after speaking to an agent regarding booking my flight anywhere possible. 
After said and done they want me to pay about 900$ for a re-route from San Francisco to Manila. It’s a lot pricey almost a regular ticket. But our return date to USA will be July 2 morning time. Will it be risky because her visa expires on July 2 and that’s the earliest to come back from Manila as per pal airlines customer service which took a hour to reach somebody. 
 

 

Will there be any issue coming to the states on the day her visa is expired?

Not on the day.  Pray that you arrive on time without delay
