Does anyone have an example of a letter describing this situation for contacting their senator or congressman? I'd like to know how best we should phrase this.

Hi there! Basically in a nutshell what I sent to my representative is a summary of my case and our story. I concluded with my desire for them to do an inquiry into the operations at the MTL consulate and why there is such a significant backlog.

I would just point out that the long wait times at USCIS for family-oriented cases was not historic. Within a decade or so prior to that the processing timelines were significantly higher. The whole reason the K-3 visa existed back then was because an IR-1/CR-1 was taking years (2-3 years) to obtain.

I-129Fs for a fiance/fiancee were taking 18+ months back shortly after DACA went into effect due to the sudden influx and priority changes.

Much the "historic" processing timelines were with other benefits (namely asylum cases as they nearly always grow in timeline, and somewhat with work visas). Numerically limited categories also took longer at USCIS, but this is a consequence of PDs taking longer to become current. There is no benefit (plus drawbacks in CSPA coverage) for processing petitions more quickly on those categories...taking long at USCIS only a detriment there in limited cases when the petitioner passes away before approval, and is a benefit most times.

This isn't to diminish the fact that there was an increase in processing timelines since 2016, but just pointing out that this was well within the normal ebb and flow of immigration. Many people don't follow timelines outside of their involvement, which is often a sliver of the bigger picture.

The digitization of information has been in process for several years, and is still ongoing. The timing of the inquiry (these happen regularly) and those measures being put into place are mostly unrelated.

Note that F3 visas are currently banned per an EO.

Thanks for all of your comments- it is obvious you have a lot of experience with these issues. There is just one thing that I would like to bring to your attention and that is the fact that my spousal visa has almost taken 2 years and we are more than likely still a year away from getting our interview so yeah, in my case it is quite a bit longer than many others have had to wait and I still find it an unacceptable time frame. My efforts may be fruitless but we have to keep trying. Thank you for providing your experiences and sharing your knowledge.
