They are not in the same department and consulates are overseas.

September 7, 2021 I-751 Interview, Sept 8 Approved and Card Being Produced

October 21, 2021 N-400 Biometrics Completed  

November 30,2021  Interview, Approval and Oath

December 10, 2021 US Passport Issued

August 12, 2022 PHL Dual Nationality Re-established & Passport Approved 

April 6,2023 Legally Separated - Oh well

Correct.  I'm saying if the country where we need the embassy has COVID-19 under control, it doesn't make sense to me why USCIS would open and the consulates would not be accepting interviews. I am asking who's decision is it? The US State Dept has to give the go ahead before any consulates can reopen? Or is it up to each consulate?

The DOS has published it reopen plan.  Consulate operations are not until phase 3.  To the best of my knowledge,  nobody is at phase 3 yet

I didn’t find this info anywhere. Could you please share the link? 
is it about phases of easing the restrictions in each country?

If I were to guess, each particular city? Then again some countries/territories are socialist/communist so who knows...

This tells you how many posts are at phase 1 or 2. Currently no one is at phase 3 lots still phase 0. Still suspension on routine visa services.

There isn't a list that I am aware of. BUT, if you stay in touch with your embassy website you will soon know the answer to your question. I just saw the webpage for Trinidad was updated today with their plans. If you are interested https://tt.usembassy.gov/details-of-phased-re-opening-in-trinidad-and-tobago/
