An expedite can be requested directly to USCIS via phone. I also heard they can take a paper request, although idk if that's still happening right now or not.

It can also be requested via a congressperson or the ombudsman on your behalf.

I'm unaware of doing so via email directly...as you have probably discovered, there is not a public email for doing so. Note that this is different than communication with DOS (NVC or a consulate), in which email tends to be the primary form of communication.

 

Request for an expedite of an EAD via in-person appointment would not apply. In-person appointments are only available for certain activities now. Previously, anybody could make an appointment via Infopass online. That program went away a couple years ago - all appointments go through their customer service and must be for specific activities that cannot be done done via phone or in person.

 

This differs from some other activities, such as requesting emergency AP (e.g. to leave the US for the death of a close family member). This can be done in-person w/o an appointment.

 

Typically biometrics must be completed before they will consider an expedite. Although I have seen a handful of cases recently where an EAD was issued w/o biometrics (the biometrics section said it was unavailable on the card), presumably due to COVID-19 making biometrics impossible.
