Revisit the instructions and read it carefully. It is states having met in the previous two years prior to the filing of the I-129f, Petition for Alien Fiancé(e).

Not sure how to say it differently. 

 

As long as you have met your foreign fiancee within the previous two years from the date of filing the petition.  Minimally, uou only need to prove ONE face to face meeting

Note that the K-1 is for couples who are on the brink of getting married. The right time to apply is when you are definitely ready to get married. For some people that may be after one meeting, for others it may be after 20 meetings. Sounds like you two haven’t even met yet. Focus on building the relationship you want. And when the time is right, if the relationship is right, then think about the K-1 process.

Actually, the USC needs to first submit and get an approved petition.  Please read the guides.
