I can confirm this does happen, as I once lost my British Biometrics Residence Permit while visiting my parents in the States and I had to go to a local USCIS Application Center to get my biometrics retaken.

Work Visas are sponsored by a company.   Find a company that will sponsor you.  Electricians are not the type of skills needed by US employers.

Even under normal circumstances, an electrician might qualify for H-2B (Temporary Non-agricultural Worker), not H-1B (Person in Specialty Occupation that requires a higher education degree or its equivalent). Nationals of India aren't generally eligible for H-2B: https://www.federalregister.gov/documents/2020/01/17/2020-00795/identification-of-foreign-countries-whose-nationals-are-eligible-to-participate-in-the-h-2a-and-h-2b
