He should call USCIS and enquire 

What is your immigrating category and home country ?

Contact USCIS to see if it's still pending adjudication. Even for F4 that is a long time fro the petition to sit.

Hello, I have a question. I want to apply for my whole family 3 sisters they are married and my oldest brother he is married too. And my mom, youngest sister and youngest brother. Can I apply for all of them in one form or I have to apply sperately

no   Separate i130 for each family member. Siblings spouses and dependent children will be    If you are not a USC you cannot apply for your mother. Siblings spouses and dependent children are derivatives on your  siblings applications. Age and marital status  dictate eligibility and  visa category.

I am US Citizen. For my sisters and brother married with children under 21 I can use one I-130 right? For my mom, youngest brother and sister they are not married I can do 3 of them one form right

One i130 for each sibling (whether single or plus his/her derivatives - spouse and children under 21). All F4 petitions.

One for your mom. Your mom’s is IR and does not allow derivatives. 
 

so for example if you have mom two single siblings  and two married siblings that is 5 i130s

Thank you so much. I came to USA from IOM on 2012. I applied for same of my family at IOM long time ago but I don't hear from them, does affect if I fill out I-130 for them?

I’m sorry, I don’t know what IOM is? But you can have more than one Immigrant petition in the system for someone, they will just adjudicate whichever one gets current first.

One I-130 for each sibling. Their spouse and/or children would fall under that I-130. Expect ~15-20+ years (just so you are aware...it's a long-haul wait). Any children they may have might be adults by then and no longer eligible ("age out").

 

One I-130 for the mother. Her children cannot come at the same time. Expect ~12-16 months normally (see note below).

 

Your mother can petition for her unmarried children once entering on the IR-5 visa.

Expect ~1-2.5 years for them if they remain unmarried and are under 21 for their visas after the mother files, depending on the Visa Bulletin for F2A.

Expect 5-7 years for them if they are 21 or older at the time of filing (or if they turn 21 while waiting and not covered by CSPA) - and they remain unmarried - for their visas after the mother files.

 

Note that visa for all categories above are currently suspended per an Executive Order (EO). This likely doesn't impact anybody except your mother given the timeframes involved. It may or may not impact your mother depending on how long her process takes and when the EO restrictions are lifted.

 

Due to financial sponsorship burdens with so many people, what some people have done is stagger things out so the newly immigrated relatives who have the highest paid skill sets are able to help out.

 

That said, financial sponsorship won't be an issue until shortly before the visas are ready to be processed (not at the time of filing the I-130). Sponsoring a parent may or may not be a considerable challenge, depending on your means + their age/health/employment history/etc.

For instance, if they are retired or otherwise do not have a work history suggesting they are likely to work in the US (or suitable income/assets form other sources), one may need considerable income above the minimum requirements to ensure they won't become a public charge.

So that’s 7 x form I-130 and 7 x $535 fees. So $3745 for the petitions. By the time the visas are ready to be issued, especially if all of the siblings are ready at roughly the same time, you will need an income well into the 6 figures to sponsor them all. Fortunately you have about 20 years to get to that stage, assuming the government doesn’t scrap this category by then. 
 

Your mother would be here much quicker. You will still be the sponsor for your wife by the time your mother comes if you petition for her now and proceed without slowing it down. Make sure you look into healthcare for your mother too.

How do you get 9, i counted 7. Mom, 3 married sisters, one married brother, two unmarried siblings?

I just corrected my post. 6 siblings and a parent. Three married sisters, a married brother and two younger, unmarried siblings.
