If somebody got an F4 visa with a PD from 2010, they were improperly issued the visa. F4 category has not been current within 10 years, and they cannot issue an F4 visa until it is current.

Either they filed before 2010 or they fell into a different category.

Who is handling your case only matters for USCIS processing of the I-130 petition + the CO handling your visa application.

Unless USCIS takes longer to process the I-130 than it takes for the PD is to become current, how long USCIS takes won't delay the process in any way. They could approve the I-130 in 1 day and the visa would be issued the same as if it took almost over 13 years to do so.

The CO cannot issue the visa until the PD is current.

Why I asked to see Pd 

Wondering if they filed 2007 but approved 2010, maybe brother only let him know when the case was approved 

you’d need errors both at NVC and consulate to get this issued. Can’t see it.

That's what I was thinking as well, but it's only speculation obviously. :)

OP is being argumentative when seeking advice from people with lots of immigration experience.  He's wrong and keep on insisting that he's right.  He's in the best position to prove his point since he is the only one with access to the information that he swears is true.  

 

OP is the one insisting that visa availability depends on who is handling the case and has nothing to do with having a current PD.  He is simply wrong.  The onus is on him to prove his point.   Insisting on misinformation as being right without proof confuses other people who are seeking advice and can do lots of damage to their cases.

If OP wants anyone to believe his claim that someone got a visa earlier this year when their priority date is probably 2-3 years away from being current, it’s the only way to prove it.
