This section of the U.S. Embassy provides services for individuals that are U.S. Citizens. Such as renewing passport, notary, and registering births abroad.

This section is not there to assist individuals seeking to obtain their U.S. visa and becoming U.S. Citizens.

So if you are not a citizen this section won't be helping you.

If you are a citizen and "you" specifically don't need help they won't be helping you. For instance your passport is about to expire or you just had a baby, just for example.

Not, I'm a U.S. Citizen and I am trying to get a visa for my spouse and stepchild. In this instance it's you wanting assistance for someone that is not a citizen. Therefore, this section is not there to provide this kind of service.

The "Citizenship" service that is mentioned in you screenshot is for someone that is entitled to U.S. Citizenship by birth and they will in fact assist with that.

I am a spousal visa here in Singapore and I just recently received my DQ

I would like to build on top of this as follows (see below). The following is a part of the information released on 28 May 2020 for Global Entry business traveller applications. 

 

Here at the US Embassy-Singapore, all Global Entry/US APEC Business Travel Card interview appointment slots from June 3 to July 1, 2020 will be cancelled and affected members should reschedule their appointments.

Beginning Tuesday, 2 June 2020 at 9:00 am, please log into your TTP account to reschedule your appointment.  These new interview slots will be available on Wednesdays, starting from July 8 to October 14, 2020.

I have been yo embassy for citizen service n they did provide me service i think its depend on place too

Close all of the embassies and don't reopen them until after the EO expires.

This is just my opinion but it does accomplish exactly what could not be written into the EO. When the order expires we will begin to see embassies reopen.

I agree to this, especially since they have made exemptions for professional athletes and can now be seen as mission critical. To me that seems unfair, but I guess that’s just their priorities.

This is probably the best place to monitor things right now. Until this changes, we wont be getting visas, embassies open or not.

No, this is not true, unless Kuwait knows they will remove it by June 22nd.

Wonderful for Kuwait!! (The first embassy to confirm what I said in my OP)

So now maybe you will give a little more thought to my original post. 

I said to look for embassies to reopen AFTER to EO is due to expire.

EO 23 April 2020 + 60 days = wait for it......... 22 June 2020!!

So if by chance the EO is extended for an additional 60 days "My Guess" is you will be reading some other excuse or reason for the "New" additional delay for reopening embassies for visa services worldwide.

Once again, I'm sorry that you all don't like my answer/response but I'm simply pointing out the cold hard reality of this situation.

Like it or not it's our reality. I'm not trying to hurt anyone's feelings or be a "Debbie Downer", I'm in the exact same position as many many others that are waiting for visa interviews. 

I'm just trying to tell you to set your expectations a little more in-line with reality.

I am not sure why Kuwait is moving forward as one of the first, where there are definitely other countries who are in just as good of shape or better with Covid-19, but it's great to see - I agree.

 

It is not my embassy, but something to hope for!

The EO was not supposed to affect spousal visas and immediate family members of US citizens, so i am displeased that the embassy's are using this date as an excuse to open up routine visa interviews. They should already have them open for immigration visas and then open the rest of the nonimmigrant visa interviews/processing at a later date as this wont be as important. Families who have already endured separation during the long processing times of the USCIS and NVC should not be subject to more separation during a pandemic of this magnitude - it's abhorrent the way they're handling the resumption of these services. Repatriation should also involve those people with pending IVs, at least for CR1/IR1 visa interviews as the visas, once issued, can be shown as proof of permanent residency in most instances.

Important to note:  If you read the Ambassador's statement, it included the word "tentatively" resuming visa services on June 22nd and included two conditions for doing so on that date -- containment of the pandemic and relaxed conditions by the Kuwaiti givernment.  These are important caveats on the announcement.
