No it is not kebele it`s different office for cases like late birth day registration 
Vital Events Registration Agency you can find their address and phone number on google 
Regarding DNA If they didn`t ask you or recommend you for DNA you don`t need it as long as you provide enough documents 
on my RFE  DNA test was recommended but optional and I just did DNA for extra safety but they approved it before the DNA result available which means if they satisfied with your document DNA is not necessary
 But if you want to go ahead and do DNA TEST you should select the laboratory here in America to take the petitioner DNA first  ( The laboratory you select must be accredited by the American Association of Blood Banks (AABB))
and the laboratory will send  directly to the American embassy in Ethiopia to check the other relative in the US Embassy in Ethiopia .

Hello Méti one more question. Do the documents have to be certified “wechi guday” after getting it translated ? Before sending to uscis
