this is from their website so YES  they are on !

Hi. I just checked. They aren't scheduling appointments. Hopefully soon.

USCIS does not schedule VISA appointments.  And neither does the NVC or consulate.   You schedule your own.

Thats not entirely true, CR1 interviews will be scheduled by the NVC and the embassy. anything else your right. 

Feb 14 2019: Send I-130(a)
Feb 19 2019: Delivered

Feb 21 2019: Received NOA1 assigned to Nebraska Service Center

Oct 2 2019: Send I-129F

Oct 7th 2019: Delivered

Oct: 11th 2019: Received NOA1

March 30th 2020: I-130 Approved 

April 13th 2020: Case received by the NVC

May 1st 2020: NVC Welcome email received

May 1st 2020: Paid Bills, processed on May 5th 2020

May 15th 2020: First initial submission

May 26th 2020: Final submission

June 1st 2020: DQ NVC

Waiting for interview letter..

NVC schedules interviews for consular processed CR/IR visas.  The response was for a K1 petition which the beneficairy self schedules.

Timeline

I was looking at step 12 on this flowchart;

But perhaps this is out of date? 

We have compiled all of our information based on the checklist for my fiance to take with her to the interview.

Was thinking that nothing happens until the embassy opens (Montreal in our case) and the NVC ships it to them and they process it.

Appreciate any help you can give!

Some applicants that we are ahead from them applied our CR1 visa  but USCIS approved their application. There have couple January 2020 their Priority Date and they approved month of May 2020, we have the same Service Center Nebraska. But our Priority Date was October 7,2019 but until now no news, do you think what happened to our application?

Unsure why you think that. I live in Canada and aside from Service Canada, pretty much everything is open since mid May. Ontario and Québec have the most cases but they have reopen some schools lol. Unsure about the travel ban just yet. They need to decide what they want to do with the US first.

Just what I read in news, hope they will not extend Us Canada border for non esential travel.
