This is important for those who had biometric appts canceled.

"Rescheduling of Cancelled ASC Appointments

USCIS will automatically reschedule any necessary ASC appointments that were cancelled due to the temporary office closure, or send notifications of biometrics reuse to eligible individuals."

What this means I assume is that those who have had biometrics done within perhaps the year before (or some pre-determined date) will not have to go for another biometric appt - they will reuse the previous ones.

Embassies follow the rules of the country that they are in.

Not quite. Several European countries are opening up and yet visa services have not resumed. So while the rules of the country are a necessary condition, they are by no means sufficient, and are obviously not the factor that is currently preventing re-opening.

Wish they would just schedule online interviews and not have in person interviews 🙁. I emailed Montreal consulate and they said no specific date has been determined, but check their website for updates.

What’s the factor that is preventing them to reopen, in your opinion? This waiting game is honestly getting quite ridiculous, especially because we have no information even though we’ve been waiting for months.

I really don't know, but I don't think any interviews will take place until the DoS says so, since the suspension was global, not local.

True but they’re banned anyway, right?
