Green Card lost in mail

My greencard id was lost in the mail. USPS tracking says it was delivered on Apr 15 2020 but it was not. Informed USPS and they said they will review and investigate but it has taken already too long with no feedback from them. Is filing form I-90 the correct process to get a green card replacement? If so, is it accurate that processing time to have my green card ID replaced will take 12-13 months based on USCIS website? Very disappointing that I get penalized due to the mail mishandling of USPS. Due to my bad experience, I signed up for the USPS mobile app for informed delivery. I got my verification code thru the mail which validated my address. Now I can see snapshot pics of my mail/s for delivery  and I received my mails. This only proves that there is nothing wrong with my postal address. So my question is why was my mail lost. My mail box is properly marked and labelled on a secure area. Anyone had the same experience with lost green card id? How long was it resolved and what is the process to obtain a replacement card from USCIS? Thank you for all your help!

The USCIS offices will start reopening on June 4th. You can schedule an appointment to get an I-551 stamp on your passport -it will serve as the green card for one year-, and also inquire about the fate of your green card: it could have been returned to the sender. 

You can file a fee waiver form when filing for the replacement.
